The Public Welfare Foundation focuses its funding on seven program areas:
1) Community: low income housing; countering hate-motivated activity and discrimination; immigration and refugees; international human rights
2) Criminal Justice: advocacy and policy development to foster a more equitable criminal justice system
3) Disadvantaged Youth: services to prevent disadvantaged young people from suffering education failure, developmental delays, health conditions, neglect, delinquency, or other problems that compromise positive youth development
4) Disadvantaged Elderly: direct services and general advocacy focusing on basic needs of indigent elderly
5) Environment: support for environmentally sound, sustainable development efforts, in the U.S. and other countries
6) Health: health advocacy, access, and reform to improve the health care infrastructure serving low-income populations and link low-income people with community-based services
7) Populations and Reproductive Health: international family planning programs that enhance the status of women and connect family planning to other reproductive health issues in countries with the greatest needs; AIDS prevention, education and advocacy programs that work to prevent the spread of AIDS

Initial approach: letter of inquiry; may call for guidelines
Maximum two page cover sheet which includes:
name and address of organization
name of director and contact person(s), telephone and fax numbers
one paragraph summarizing the organization's mission
one paragraph summarizing the reason for the organization's request
the relationship of the request to the organization's mission
dollar total of annual organizational budget and fiscal year
dollar total of project budget (if other than general support)
dollar amount being requested
dollar total committed from other funding sources
time frame for conducting this work and dates for which grant funds would be needed (beginning and ending dates)
tax exempt or non-profit status

Narrative which should consist of a maximum of three pages regarding:

the purpose of the request
the problem or need being addressed
the population or community served by your program or organization and how it is involved in the design and implementation of your work
how you address the problem or need that you have identified
