The Foundation has an Initiative in the Independent States of the Former Soviet Union, which provides Special Project grants to organizations and Research and Writing grants to individuals in the following areas:

1) Law and Society: Developing legal culture; public understanding of the role of legal procedures to protect citizens' rights; social welfare; public interest law; public access to information;

2) Human Rights: Protecting civil liberties; economic and social rights; the rights of women and minorities; the impact of economic changes on women and minorities; supporting the equal participation in society of women and minorities; women's reproductive rights; monitoring of human rights violations;

3) Environment and Society: Promoting sustainable development; preservation of biodiversity; public participation in ecosystem conservation; legal, economic, and social htmlects of environmental protection and resource management; creative approaches to efficient energy production and consumption; economic and environmental impact of energy production and consumption;

4) Peace and Security: Fostering broad conceptions of security that attend to root causes and effects of conflict, including environmental degradation and natural resource use; religion, ethnicity, migration, and uneven economic development; arms control and disarmament; weapons proliferation and regional conflict; and

5) Social Science Research and Training.

Restrictions and Limitations............................................................

No programs or activities which are among the routine or accepted responsibilities of the government; no support for political activities, campaigns or attempts to influence specific legislation; no scholarships or tuition assistance, nor support for organizations which provide direct humanitarian or disaster relief; no contributions to capital campaigns, debt retirement, or completed projects; no general support to annual fundraising drives, institutional benefits, honorary functions, or similar appeals; no travel assistance to individuals, citizen and cultural exchanges, infrastructure development; no operating support, micro-enterprise projects, humanitarian aid and social services, or educational activities at the primary and secondary level.

The Research and Writing program (of the Initiative in the Independent States of the Former Soviet Union) is an annual competition open to individuals, including scholars, journalists, policy analysts and other practitioners who are citizens or current residents of one of the states of the former Soviet Union.

Letter of Inquiry Required
Length: For SPECIAL PROJECT grants: 2-3 pages
Contents:

For organizations in the NIS applying for SPECIAL PROJECTS grants, letters in Russian or English should be submitted to the MOSCOW OFFICE and generally should include:
- a brief statement of purpose
- 2-3 sentences summarizing the nature of the activity
- the significance of the issues addressed by the activity, and how it relates to the Foundation's purpose and strategies under this Program
- how the activity will address the issue
- how the issue relates to your organization, and why your organization is qualified to undertake this activity
- the audiences who will be interested in your work and some thoughts on how you might communicate with them
- a rough estimate of the cost of the activity, amount you are requesting from the Foundation, and other sources of support

Also include: organization's name, address, e-mail address, telephone and fax numbers, as well as name of principal contact person for proposal and name of parent organization is there is one. Supporting attachments may also be submitted.

For SPECIAL PROJECTS applicants (above) : Based on the letter of inquiry, if your organization and its project falls within the guidelines, a formal proposal may be requested.

For the RESEARCH AND WRITING PROGRAM: Applicants must submit to the Moscow or Chicago office, in either Russian or English, five copies of the following:
-application form (to be obtained from the MacArthur Foundation's Moscow or Chicago office)
-a budget detailing project expenses
-two letters of reference from colleagues familiar with applicant's work and specific project proposal
-a curriculum vitae including list of publications
-a sample of previous writing

The Moscow Office will respond to all letters of inquiry for Special Project grants. Grant awards for the Research and Writing Program will be announced in March 1999.
