CIPE's overall purpose is to encourage the growth of private enterprise principles and organizations that contribute to democratic development. By building business organizations committed to the values of private enterprise and democracy, CIPE plays a key role in encouraging and sustaining democratic transitions.
CIPE program objectives include:
- to support the growing interest in market economics and private
enterprise among government leaders and society in general
- to promote business participation in democratic political and
policy processes
- to increase the base of business talent in the developing world
- to encourage interest in privatizing state-owned firms and
deregulating economic systems- to increase public understanding and
appreciation of the role of the entrepreneur in economic growth
- to build independent business organizations
CIPE provides financial support in the form of grants to non-government business organizations such as chambers of commerce, employers' federations, trade associations and private enterprises oriented research groups throughout the world. CIPE's priority is to support projects in countries where conditions provide greatest potential for lasting success.
Restrictions and Limitations............................................................
CIPE funds specific projects and does not provide general organizational support. Project support generally is not to exceed 25% of applicant organization's annual operating budget, and projects must demonstrate the goal of self-sufficiency. Generally, CIPE is not to be sole source of project funding, unless there are compelling reasons why this requirement should be waived.
No funding for commercial ventures, trade and investment promotions,or partisan political activity.

Project design:
- Proposed project objectives must clearly address the purpose and
objectives of CIPE;
- Project design must include specific, measurable outcomes which can
be used to evaluate the degree to which the project's objectives are met;
- Project design must describe post-grant activities which would
continue and enhance the success of the project.
NOTE: Detailed grant APPLICATION FORM may be filled out online, by accessing CIPE website. BOTH CONCEPT PAPERS AND PROPOSALS SHOULD BE SENT TO CIPE AFTER SUBMITTING THESE FORMS.

Review process may require up to six months. Receipt of proposals is acknowledged by letter. CIPE Program Committee makes recommendations to board of directors, which meets three times a year. Final approval is through the National Endowment of Democracy (with which CIPE is affiliated).
