NOTE: A review of the Corporation's programs and operations is currently taking place. New guidelines will be issued and made available by October 1998.

Currently the Corporation has two major programs with international relevance:

1) Preventing Deadly Conflict (Strengthening Democratic Institutions): support for independent examination of post-cold war conflicts, both within and between states, and advancement of ideas for conflict prevention and more enduring resolution of conflict in the future. Emphasis is on: a) preventing mass inter-group violence, b) strengthening democratic institutions, and c) cooperative security and nonproliferation. Note: Most grants in this program are to U.S. institutions; media programs are only rarely supported.

2) Strengthening Human Resources in Developing Countries: the program seeks to enhance capacity within selected countries for sustaining social and economic development in the context of transitions to democratic governance. A guiding principle is the need to strengthen local capacity and encourage community-based support for activities that can sustain development. The Corporation encourages the establishment and growth of national, regional and international partnerships of researchers and leaders in governmental and non-governmental organizations.

Restrictions and Limitations............................................................

No basic operating support, no endowments, no support for facilities of individual schools, school districts, colleges, universities, or human resources organizations, no program-related investments, no grants to individuals, fellowships, scholarships, or for travel. The Corporation does not supply copies of successful proposals for grant-seekers.

Grantseekers are asked to present a statement containing a description of the project's aims, amount of support required, duration, methods, personnel, and budget. Additional materials may be required, including a formal request from the head of the organization and a more precise budget. The following questions may be helpful in proposal preparation, as they indicate the types of concerns considered when reviewing requests:

1) What problem does your project address_ Why is the issue significant_ What is the relationship of the problem/issue to the Corporation's program_
2) How will your project or activity deal with the stated problem_ What do you intend to demonstrate or prove_ What means will you use, and what methodology will you apply_ If the project is already under way, what have you accomplished so far_
3) What outcomes do you expect for the project, both immediate and long term_ How will you asses the success or effectiveness of your work_
4) What strengths and skills do the organization and personnel bring to this project_ In short, what makes this organization the right one to conduct the project_ (If the organization has not received a grant from the Carnegie Corp. before, please include background information such as an annual report, an audited financial statement, or a mission statement.)
5) What is the overall cost of the project_ How much are you requesting from the Carnegie Corp. over how long a period_ What other sources of support are you pursuing for this project_
